Victoria Simmons
Victoria serves as a collaborative process trainer and facilitator for Center for Collaborative Solutions (CCS).  She has partnered with the organization since 2007. Victoria joined CCS with over 15 years of human resources and labor relations experience. Before relocating to the Sacramento area, Victoria was the Director of Human Resources for Allan Hancock Community College District where, as the chief negotiator, she used the interest-based negotiation process to successfully complete three union contracts. Prior to her community college experience, Victoria worked for the University of California, Davis campus and medical center where she represented management in all facets of labor relations including negotiations (lecturers), mediation, arbitrations and administrative hearings.

Victoria earned her Juris Doctor from the University of California, Davis King Hall School of Law and a Bachelor of Arts, Political Science from California State University, Long Beach. Victoria is also very active with in the Sacramento Area Human Resources Association (SAHRA) and the Society for Human Resources Management (SHRM).

In conjunction with CCS, Victoria provides training, contract facilitation and mediation services.  She has worked extensively with certificated faculty and classified unions in California community colleges as an interest-based negotiations facilitator.  Commenting on her work, Victoria says: “I am a facilitator who uses a dash of humor in my work, and my greatest reward is assisting clients realize their own potential for creatively solving challenges.”

Stumped about how to address issues that touch and concern multiple stakeholder groups? Try Yosemite Community College District's (YCCD) approach.

In 2010, YCCD was facing a 25% increase to their benefit premiums. In the true spirit of collaboration, YCCD convened a multi stakeholder group of faculty, classified and management staff and through the use of a CCS facilitator, used the Interest-Based Process to identify a plan that met the primary interests of each stakeholder group. By using this approach, YCCD was able to gain "buy in" from each group represented and reach a solution and plan that was mutually satisfactory to all stakeholder groups
